Experts Identify Kremlin Scare Strategy Targeting Cruise Missile Use

Moscow is executing a psychological influence initiative of warnings to deter the US from supplying precision-guided weapons to Ukraine, based on analysis from conflict researchers. An influential Russian lawmaker declared: “We know these missiles completely, how they fly, methods to intercept them, we worked on them in Syria, so this is not innovative. The providers and the operators will face consequences … We will develop strategies to target those who oppose our interests.”

Kyiv's Military Push Progress

Ukraine's military were inflicting heavy losses in a military operation in eastern Donetsk region, the war's main theatre, Ukraine's leader reported on Wednesday. Zelenskyy's assessment, based on a briefing from his top commander, contradicted Vladimir Putin's speech before senior Russian officers a prior day in which he said Russian troops possessed the operational control in all frontline sectors.

Based on evaluation covering early October, military analysts said Russia was experiencing substantial casualties, mainly because of Ukrainian drone attacks, in exchange for small operational progress. Ukrainian forces, Ukraine's leader reported, were “protecting our positions along multiple fronts”, highlighting especially Kupiansk, a largely destroyed town in the northeastern front under heavy Russian assaults for months.

Local Conditions

Local authorities in southern Ukraine of the Kherson oblast said offensive operations on midweek killed three people in and around the urban center of Kherson city. The governor of the Sumy oblast, on the northern frontier with the Russian Federation, said three individuals were killed in unmanned aerial strikes in various areas. Kyiv's air command said it neutralized or disrupted the majority of Russian strike and decoy drones during the night.

Military action substantially impacted a Ukrainian energy facility, authorities said on midweek. Two workers were wounded in the assault, as reported by industry sources. They provided minimal specifics, regarding the site's whereabouts, but national sources said Russia struck energy infrastructure in the Chernihiv region, the Kherson area and south-eastern Dnipropetrovsk regions.

Civilian Impact

In the northern Ukrainian city of Shostka, hit hard by the offensive operations against the energy infrastructure, local government has put up tents where civilians are able to seek warmth, drink hot tea, power electronic devices and obtain emotional assistance, according to local official.

Diplomatic Response

Ukraine's ambassador to the military alliance on Wednesday urged European partners to accelerate procurement of United States armaments for Ukraine. “This doesn't mean we prefer American weapons instead of French or German or some other European weapons – the reality is that we are requesting the US for systems that European countries can't provide,” said the ambassador.

Federal law enforcement will shortly receive authorization to intercept UAVs, security chief said on midweek, after a spate of UAV observations suspected as Moscow's attempts to gather intelligence and deter. Unveiling a draft law, the representative said police would be authorized “to implement state-of-the-art technical action against UAV risks, including EMP technology, jamming, satellite signal blocking, but also with physical means”.

European Protection Concerns

European Commission President declared on midweek that the European Union should strengthen its security measures to deter Moscow's multifaceted attacks after air incursions, digital assaults and marine communications interference. “This doesn't represent random harassment. This represents a coherent and escalating campaign,” the leader said in a speech to the EU legislative body. “Several occurrences are random chance, but three, five, ten – that represents a planned and specific hybrid threat strategy against Europe, and European countries should answer.”

Displacement Status

The Swiss authorities has prolonged its temporary shelter granted to displaced Ukrainians to at least 4 March 2027. Protection status S, which allows people to leave the country as well as seek employment there, is typically restricted to a single year but can be extended. “The decision reflects the continued dangerous conditions and continuing offensive operations across extensive regions of the country,” said a Swiss government statement. “Regardless of international peace efforts, a permanent peace that would allow for safe return is not projected in the medium term.”
